Because it is highly classified, I can't offer all the details here. (Also, because there are very few details to begin with.) (Snip) However, the sanctions are followed by the following note: "It is very unlikely that the sanctions program will work even if it is not eviscerated by our "partners" in the diplomatic process." (Here there are just a bunch of exclamation marks and the letters "LOL" in the margin.)
