City: Daley’s friend got $31K in free water by mistake

The landlord: Fred Bruno Barbara, a nephew of the late 1st Ward Ald. Fred Roti. (Snip) Asked Saturday at a groundbreaking ceremony for a new high school in the Ashburn community why Barbara wasn't billed for years, Daley scowled and said angrily, "How should I know?" Barbara's buildings were among 30 homes and businesses that appear to have been getting free water, a Sun'Times investigation found.
